You hyphenate compound modifiers when they come before a noun, and don’t hyphenate them when they come after a noun.
I wasn’t certain today whether the expression “short-term” should be hyphenated, so I checked with the Grammar Girl, and the answer actually surprised me. I thought you hyphenate two words acting together as an adjective, but I guess it’s a little trickier than that.
